This packet organizes the five manual launch blockers. It is not manual-gate approval.

Reviewer order:

1. Verify `SHA256SUMS.txt`.
2. Review `manual_gate_workbench.json` and `manual_gate_workbench.md`.
3. Review `manual_gate_evidence_workbench.json` and `manual_gate_evidence_workbench_check.json`.
4. Complete each `manual_gates/*/review_workpaper.md` against its gate-specific workbench.
5. Fill `manual_gates/evidence_binder_template.md` with final evidence paths and hashes.
6. Do not mark a gate complete until its gate-specific evidence passes `--require-complete`.
7. Do not claim mainnet readiness until the final mainnet decision evidence also passes `--require-complete`.
